- The city’s founder, William Penn, provided Philadelphia with five public squares along with a prominent Center Square. Mayor Richardson Dilworth was the catalyst for the renaissance of Center City that began in the 1950s. In recognition of his contribution, the Plaza was renamed in his honor in 1977.
